Clerical Officer, Mental Health Commission

The Company The MHC is an independent statutory body established in April 2002 under the provisions of the Mental Health Act 2001 (“the 2001 Act”). The principal functions of the MHC, as specified in the 2001 Act, are to promote, encourage and foster the establishment and maintenance of high standards and good practices in the delivery of mental health services and to take all reasonable steps to protect the interests of persons detained in approved centres. The MHC is also empowered to undertake such activities, as it deems appropriate to foster and promote these standards and practices. The Assisted Decision-Making (Capacity) Act 2015 (“2015 Act”) provides for the establishment of the Decision Support Service (“DSS”) within the Mental Health Commission (“MHC”) as part of a new legal framework that reforms the law in relation to the treatment of people who require or who may shortly require assistance exercising their decision-making capacity. The DSS has a number of core business functions, which include:

  • Registration of decision support arrangements

  • Supervision and monitoring of decision supporters

  • Register searches

  • Establishment and maintenance of expert panels

  • Investigation and resolution of complaints

  • Query management and information services

  • Recognition of international decision support arrangements.

In addition, the Director of the DSS has a number of general functions, including providing information and promoting public awareness of the Act and services provided by the DSS The Role The Clerical Officer role is a key support position within the DSS. The role provides a comprehensive general administrative and clerical support to the team and assists with the smooth, efficient and professional operation of the division.? The successful candidate will be required to engage and communicate effectively with various internal and external stakeholders including staff, officials from government departments and public bodies, private sector bodies, disability organisations and others. ? As a Clerical Officer, the holder of the post will be expected to actively contribute to and participate in the overall development of the MHC and to promote its policies and values at all times.? Panel Management Three panels of suitable persons willing and able to act as decision-making representatives, special visitors and general visitors are in place for the operationalisation of the DSS. There will be approximately 210 panel members across the three panels. The Panels team is responsible for:?

  • Managing the panel including:??

  • Selecting and assigning panel member for cases via the DSS ICT System?

  • Planning and managing capacity for the panels?

  • Nominating panel members to the court for appointment?

  • Managing panel member’s caseload?

  • Managing delivery of training to the panel members?

  • Managing payment of fees and expenses to panel members?

  • Developing guidance materials for panel members as required?

  • Respond to queries from panel members including technical advice on the use of the DSS online portal?

  • Compliance with operational policies and identify opportunities for process / ICT system improvement??

Key Responsibilities

  • Providing administrative assistance

  • Supporting line managers and colleagues

  • Working as part of a team in delivering services

  • Communicating and dealing with the panel members and for example, responding to queries and providing information by telephone or via email

  • Using a Case Management System on a daily basis as well as spreadsheets and email?

  • Checking all work thoroughly to ensure it is completed to a high standard

  • Approaching work in a careful and methodical manner, always displaying accuracy, even when conducting routine and repetitive work

  • Taking ownership for work

  • Any other duties that are deemed appropriate by the line manager
